The 4th Chords are basically 11th chords that pick up the '11' before the chord is built, The 4th and 11th chord use the exact same tones but the difference is tone ordering...
This is a 'C major 4th' that is not possible to play...

This is a tonic duplicate of the above 'C major 4th'...

This is playable but not really 'movable'...
The 'C major 11th' chord uses the same set of tones used for the 'C major 4th' chord but the extension (F) is not played until the entire basic chord (C E G) has been played...

Not many people use the term '4th chord' and most are referring to the 'Suspended 4th' when they do, We put '4th' chords in the same basket that the '6th' chords are in, That basket also contains the '2nd' and '8th' chords which are (like 4ths) just a play on tone ordering...
